Enable Youth Program
ENABLE Youth Kenya Program is a MoALF (Ministry of Agriculture,Livestock and Fisheries)program, co-funded by the African Development Bank and the Government of Kenya. The Program seeks to build entrepreneurship in agribusiness through training, skill acquisition and creating an enabling environment that empowers the youth to own profitable agribusiness ventures. The main objective of the Program is to create gainful employment, generate income for the youth and bridge succession gaps in agribusiness and related value chains. The model of implementation for the Program is through an incubation approach in selected Youth Agribusiness Incubation Centers (YABICs) and thereafter linkage to finance. The Program period is five years. The Program is expected to train and empower 2,080 youth agricultural entrepreneurs out of which 1,200 agribusinesses are expected to be generated and 8,000 direct jobs created. The Program cost is USD 3.63 million of which AfDB is financing USD 3 million while GoK contributes USD 0.33 million and AFC will contribute USD 0.3 million.

The objective of the Program aims to create business opportunities and decent employment for youth along priority agricultural value chains in Kenya, through the provision of entrepreneurship skills, funding and business linkages.
The following value chains have been identified for prioritization:
- Poultry
- Vegetable
- Dairy
- Fingerlings
- Table Fish
- Beef
- Pasture
- Poultry- Indigenous
- Poultry-Exotic
- Poultry-Broilers
- Mushroom
- Poultry- Improved Indigenous
- Piggery
There are three products structured and approved under the ENABLE Youth Kenya Project through which applicants will be evaluated and if approved funded. These are:
- Interest Free Loans- all individuals advanced interest free loans are categorized as standard
- Soft Loans- all individuals given credit facilities at 5% are categorized at Accelerators
- RSF Loans- Yet to be launched.
Program Partners
Wholesale Lending
The Corporation, in its stride to comprehensively fulfill its mandate and innovatively meet the ever changing needs of agricultural value chain actors, partners with players across the divide. It is in this pursuit that in 2017, the Cooperative Ride on Access Window (CRAW) and the Microfinance Ride on Access Window (MRAW) models were developed under the IFAD-funded Programme for Rural Outreach of Financial Innovations and Technologies (PROFIT) as two wholesale models for SACCOs and MFIs respectively. These products seek to enhance the financial inclusion of previously marginalized segments mainly the women and youth while growing the agricultural portfolio of SACCOs and Microfinance Institutions (MFIs) which have historically been lower. The strategic partnerships with SACCOs and MFIs, enabling loans as low as KES 1,000, demonstrate a practical and inclusive approach to addressing the financial needs of farmers at the bottom of the pyramid. This aligns seamlessly with the overarching goal outlined in the Strategic Plan of the Corporation to increase wholesale lending to 65% of the loan book.
